Abstract:

Today, the world attention has been to AI (artificial intelligence) after the emergency of Open-AI along with its system ChatGPT. Concern lies in the risk of AI, in creating threats to humankind. In this talk, I will discuss the risk of AI, leading to the notion of AI regulations. I will also propose several principles for AI regulation. An important departing point from many others is that I advocate the so-called context-based AI regulations. This talk will also provide some background to make sense to my proposal, including:

  • Basic concepts of science, technology, engineering.

  • Resilience, sustainability, self-harm / self-destroy.

  • AI: definition.

  • Deep learning: definition.

  • Risk of  AI, Principle, Regulation.

Wenjun (Chris) Zhang received his Ph.D. degree in Mechanical Engineering and Design from the Delft University of Technology, The Netherlands, in 1994. He is currently a full professor of the Department of Mechanical Engineering in the University of Saskatchewan, Canada. His current research area is resilient robotics, soft robotics, computational design, mechatronics, and engineering informatics. He has published over 580 refereed technical publications, among which over 380 papers appear in refereed journals and over 220 papers in refereed conference proceedings, in a broad scope of fields, including design and mechatronics, manufacturing, robotics, sensors/actuators, informatics, and human-machine systems. He holds dozens of patents, including three US patents. His paper received the best journal paper award for 2012 by the IEEE Transactions on Neural Networks. His papers received top 25 hottest articles by Mechatronics in 2006 &2005, by Expert Systems with Applications in 2011, by Microelectronics Journal. He has the google scholar H-index (68) and Scopus H-index (54). He was highly cited authors by Elsevier (China) from 2015 to 2018 (inclusive). He was included in the top 1% world scientists by Stanford in 2020 - 2022. Dr. Zhang graduated 44 PhD students and 98 MS (thesis) students. He received 2012 Distinguished Graduate Supervisor Award and 2023 Distinguished Researcher Award by the University of Saskatchewan. He has served as a Senior Editor for the IEEE/ASME Transactions on Mechatronics, Senior Editor for Journal of Engineering Design, Associate Editor for several reputed journals including IEEE SMC – System, IEEE System Journal. He is a Fellow of Canadian Academy of Engineering, Fellow of the American Society of Mechanical Engineers, Fellow of Society of Manufacturing Engineering, Fellow of AAIA, Fellow of OCIBE, and Senior member of IEEE.
